The pattern is national, not regional

Charging for a trolley is not something airports drift into on their own. It clusters by country, which is what you would expect of a commercial norm rather than a cost. Colour is by country; every recorded airport is also marked.

That matters more than it sounds: Changi is the airport that proves the price is the airport's choice rather than the vendor's, and a country choropleth alone would leave it off the picture entirely. The dots are there for exactly this.

Counts, not percentages. With two or three airports on file a percentage would imply a precision the sample does not have. "Asks for money" includes a refundable deposit, because you still need the right coin to get a trolley. "Dearest" is money you do not get back, so a country with deposits and no fees reads as deposit only.
